Al-Fajr • AR-TAFSIR-IBN-KATHIR
﴿ ٱلَّذِينَ طَغَوْا۟ فِى ٱلْبِلَٰدِ ﴾
“[It was they] who transgressed all bounds of equity all over their lands,”
أي تمردوا وعتوا.
