﴿ وَمَا خَلَقْنَا ٱلسَّمَآءَ وَٱلْأَرْضَ وَمَا بَيْنَهُمَا لَٰعِبِينَ ﴾

“AND [know that] We have not created the heavens and the earth and all that is between them in mere idle play:”

(We created not the heaven and the earth and all that is between them) of created beings (in play) without ordaining commands and prohibitions.
