Al-Fath • EN-TAFSIR-MAARIF-UL-QURAN
﴿ لَّيْسَ عَلَى ٱلْأَعْمَىٰ حَرَجٌۭ وَلَا عَلَى ٱلْأَعْرَجِ حَرَجٌۭ وَلَا عَلَى ٱلْمَرِيضِ حَرَجٌۭ ۗ وَمَن يُطِعِ ٱللَّهَ وَرَسُولَهُۥ يُدْخِلْهُ جَنَّٰتٍۢ تَجْرِى مِن تَحْتِهَا ٱلْأَنْهَٰرُ ۖ وَمَن يَتَوَلَّ يُعَذِّبْهُ عَذَابًا أَلِيمًۭا ﴾
“No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God’s cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart], him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement.”
لَّيْسَ عَلَى الْأَعْمَىٰ حَرَجٌ (There is no blame on the blind, nor is there any blame on the lame, nor is there any blame on the sick...48:17) Sayyidna Ibn ` Abbas ؓ reports that when some sincere Muslims who were physically unable to fight read the concluding clause of verse 16: وَإِن تَتَوَلَّوْا كَمَا تَوَلَّيْتُم مِّن قَبْلُ يُعَذِّبْكُمْ عَذَابًا أَلِيمًا . “ And if you turn away, as you had turned away before, He will punish you with a painful punishment. [ 48:16] " they expressed their concern about the warning. Verse [ 17] was revealed to exempt them from the injunction of jihad. These people included blind, lame or sick persons (Qurtubi).
